Great German actor Armin Müller-Stahl plays a doctor who when he dutifully follows procedure and applies to travel outside the DDR (Deutsche Demokratische Republik) to attend a conference is refused permission. Dismayed by the state bureaucracy, he becomes involved with an underground network who promise they can get him out of the country. Given it was made in the East all does not go to plan.
