I have noted this for a while, my adult daughter n several friends have also remarked on it. We see young men wearing jogging bottoms openly walking around with their hands busy inside the front of their trousers. I was standing next to one such today at the bank q. I was squirming and could see others in the q felt the same. How come he did not know that his behaviour was inappropriate?

I missed the gangsta thing by Sir Billy. Although I have read that the droopy drawers thing is related to prisoners in USA "showing their wares".

I think its the scourge of metrosexuality.

[Said in a David Attenborough voice] - The Metrosexual Male, coiffeured and confused, checks regularly to ensure its gender has not changed.

I would think they are excruciatingly lonely, that perhaps they had been in a warm, loving relationship which has ended. And as Sam noted, they are "checking" and the "wee man" is their lifeline to something which was wonderful.
